CHARACTER NAME: Bart "Impulse" Allen
FANDOM: DC comics - more specifically, Impulse and Young Justice.
CHRONOLOGY: Young Justice issue 49 and after the entire Impulse run. Recently, Bart had left the Young Justice team after losing a scout and had decided to stop being Impulse. When he started being a superhero again, he didn't go back to his old team right away. In the chronology I'm using, he re-joined Young Justice very recently - as in, the day he was teleported. Max Mercury was trapped into the speed force about a week ago.
BACKGROUND: Bart Allen was born in the 30th century. Descendant of Barry Allen, he was born with an accelerated metabolism that made him age very quickly. So his mind would keep up with his body's appearance, he was raised in a virtual reality, which basically looked like a video game. By age two, he looked like a twelve year old and had no concept of what real life was really like.
Iris, his grandmother, realized that raising him that way was not going to lead anywhere and brought him to the 20th century so he'd meet Wally West (Flash III) and Wally managed to get his metabolism and growth back to normal (speedster-wise). However, seeing as Bart didn't know what 'danger' meant, Wally couldn't give him enough time to teach him and stop him from killing himself and Bart was given away to Max Mercury. Max took it upon himself to teach him how to use his powers and how to be a normal teenager, since he looked about fifteen even though he was closer to four years old.
Bart was one of the founding members of the teenage superheroes group called "Young Justice" along with Superboy and Robin (the third).
After quite a while, a friend of Bart was kidnapped and brought into the future. Bart followed her to get her back (something that failed, as she had been brought there to help and decided to stay and do so) and in the future, Bart got hit by a Hyper-Ray. That triggered a new power: he could make "scouts" appear, parts of him made of Speed Force that he could send into the timestream.
Later, on a mission with Young Justice, one of his scouts got killed, making Bart realize that life was indeed dangerous and that he could die. He left the team and stopped being Impulse for a short while.
He rejoined Young Justice after having to move into Jay Garrick's care when Max Mercury was trapped in the Speed Force.
PERSONALITY: As his name makes obvious, Bart is very impulsive and easily distracted. He barely thinks before he acts, except when he wants to impress Wally and think 'What Would Flash Do' before acting, which happened once and probably won't at C&C.
A lot of the things he say and the way he acts show how impatient and random he is. Even when he's in Young Justice and should be following Robin's ideas and orders, he sometimes acts before he does and more often than not it doesn't lead to any positive results.
Since his scout died, he is at least aware that life is not a video game and that he is in danger of dying, and that makes him a little more responsible than he was before the incident. 'A little' being the keywords of the last sentence. He still wants to do everything his way and will forget that he is supposed to be careful.
He grows attached to people quickly and loves his friends a lot. Now that Max is gone, Wally is probably the person he wants to impress most and he thinks highly of his opinion.

POWER: Superspeed, accelerated healing, and he remembers the things he sees or reads but that doesn't mean he understands them at all. He lost his intangibility, his scouts, and generally his accessing the Speed Force and every other advantage it gave him.
